Panel discussion at Arctic Circle Assembly 2024

We traveled to Reykjavik, Iceland, to attend the Arctic Circle Assembly, held from October 17th to 19th at the iconic Harpa Concert Hall and Conference Centre. The event gathered over 2,400 participants, featured 700 speakers, and hosted 250 sessions, creating a vibrant space for discussions on the Arctic’s future.

Our team participated in a panel discussion titled Science and (In)Security: Dual-Use Technologies in an Opening Arctic, organized by Dr. James Rogers, Executive Director of the Cornell Brooks Tech Policy Institute at Cornell University. The panel featured a range of experts, including:

  • Dr. Stephanie Pezard, RAND Corporation: Can Dual-Use Hinder Cooperation in the Arctic?

  • Dr. Jean-François Bélanger, University of Southern Denmark: The Arctic and Dual-Use Development Partnerships: Insights and Pitfalls.

  • Prof. Caroline Kennedy-Pipe & Harry Macnamara, Loughborough University: Dual-Use in the High North: Then and Now.

  • Dr. Greg Falco, Cornell University: Chinese Science/Military Research in the Arctic.

  • Dr. Karl Attard, University of Southern Denmark: Dual-Use Arctic Technologies: Science, Regulation, and Security.

The panel drew a full-capacity audience and generated lively discussions, with numerous follow-up questions and positive feedback.
